Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: optimistic declarations are released from various governments. Immense energy is allocated on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a ability provided through up-to-date information. From witness perspectives, military aircraft that had been scrambled to intercept incoming guided weapons roared overhead – sophisticated military planes delivered to Ukraine by European allies.
Moments later, Kyiv's air-defence systems thundered: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by partner states. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't strike its target this time, sparing the city from ruin and another blackout.
Persistent Threats
Soon after, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – probably allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its target.
Intermittently, this persisted until dawn. Kyiv faced the early updates: several casualties, damage and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on external assistance – a need that European nations are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new proposal from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This trend will, certainly, continue.
Political Considerations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, American administration does nothing to discourage Russia, through statements or actions, from thinking that the status quo will not shift further in its favour in the near future.
Divergent Views
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a total frontline collapse until circumstances change in its advantage.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: political desires to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are guiding negotiations.
Summary and Prospects
It took a mere seven days to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
